The best way to apply is online through the government’s Planning Portal. Here, you can complete your application form, upload supporting documents and calculate fees all in one place.

Please thoroughly check everything before sending your application. 

If you can't apply online, you can download our planning forms from the Planning Portal. You can submit these by email to, or by post to Development Management, London Borough of Waltham Forest, Sycamore House, 701 Forest Rd, Walthamstow E17 4JF.

Please ensure your email is below 5MB. Unfortunately, we won't receive your email if it exceeds this limit. 

Please note: If your plans are larger than A3, you'll need to submit a paper copy also to the address above. This also applies if you submit via the Planning Portal.




You can use this online calculator to work out the cost of your application.

If you make your application online on the Planning Portal, the easiest way to pay is also on the Portal.

If you make your application by email or post, you can pay your application fee here


If you don't own the whole of your property, for example if you are a leaseholder not a freeholder, or you live in a flat, you will need to advise the owner/part owner and any leaseholders of any works that you intend to carry out.

You will generally need to complete a Certificate of Ownership with your application. Further guidance is provided on page 2 of the local validation requirements list.

You will also need to ensure that you have completed the correct certificate (Certificate of Ownership) when you complete your application form.
