Neighbourhood plans were introduced by the Localism Act. It enables communities to draw up a plan for their area and is intended to give communities more of a say (within certain limits) in the development of their local area.​

Neighbourhood plans are led by authorised community organisations – a neighbourhood forum. In accordance with the Neighbourhood Planning Regulations (2012), community groups intending to take up neighbourhood planning will first need to apply to the Council for neighbourhood area/forum designation.

The Council is encouraging the preparation of neighbourhood plans as 'Community Plans'. When prepared these will be adopted as a Supplementary Planning Document without necessarily proceeding through the formal stages of independent examination and a referendum.

The Council designated the Highams Park Neighbourhood Area/Forum on 15 July 2014. The Highams Park Planning Group (as the designated Neighbourhood Forum ) is the relevant body preparing the neighbourhood plan for the Highams Park area. The plan must have regard to national planning policy and be in general conformity with the Council's adopted or emerging Local Plan. Further information about this designation is published below.   

The designation last for 5 years and no other organisation or body can be designated to prepare a plan for any part of the area until the designation has expired or been withdrawn. The Council can withdraw the designation if it considers that the Group is no longer meeting the conditions by reference to which it was designated.  


An application was submitted to the Council in January 2014 and public consultation was undertaken during the period 10 February 2014 to 24 March 2014. The relevant consultation documents are published below.
