Who we are and what we do
We are the Highways Service for the London Borough of Waltham Forest. We have the legal responsibility for assigning new street names and numbering to new and existing streets; buildings and houses. It is necessary for us to collect and hold personal information about you in order to provide this service.

What information we hold about you
The types of personal information we collect may include:
- basic personal information including name, address and contact details;
- any other information you provide to us during the application process.
Your information will be used to enable the processing of applications to create or amend official addressing information and to fulfil our legal obligations around our Statutory Duty and Statutory Power
Why we need your information and how we use it
The data we collect from you will assist us to process your application for Street Naming and Numbering/Re-Naming and allow us to make a judgment/decision based on evidence and policy guidelines
The lawful basis for the processing
The legal basis for processing your data is Article 6(1)(e) of the General Data Protection Regulations (GDPR) - in that the Council has a statutory duty to have, maintain, continually improve and actively promote the use of its Local Land and Property Gazetteer (LLPG) which must be the definitive master address list of all land and property within the Authority area;
The London Building Acts 1939, The Town Improvement Clauses Act 1847 (Sections 64 & 65) and Public Health Act 1925 (Sections 17 to 19 inclusive) place a statutory duty on the Council to supply and maintain correct addressing for every property within the Authority area. This includes re-naming and re-numbering of properties and streets.
Who your information will be shared with (if applicable)
We will share your address only with:
- The Post Office
- Emergency Services
- Local Land Searches Team
- Utility Companies
Application details may be shared with other council departments to assist them in their statutory duties. These may include:
- Local Land Charges
- Building Control
- Council Tax
- Electoral Registration
How long we will keep your information
We will retain the information for three years.
