The different types of properties, occupancy arrangements and occupier type, mean that fire risks and the regulations and guidance around HMOs can be complex.
Fire safety regulations and guidance are based on the level of risk presented by an individual property and its mode and level of occupation.
Current first safety legislation uses this risk-based approach. This includes the Housing Health and Safety Rating System (HHSRS) and Regulatory Reform (Fire Safety) Order 2005.[link to web page] The Management of Houses in Multiple Occupation (England) Regulations 2006 also sets out the manager's role in managing fire risk.
