About the scheme
Waltham Forest Council has identified the Scotts Road and Morley Road junction as a location for junction improvements. This is to address concerns raised by the community and make crossing the junction easier and safer for pedestrians. As well as making crossing safer, we want to improve the look and feel of the area by introducing a low-level planting area with plants and trees for the community to enjoy.
The improvements include:
- Narrowing the junction by building out the kerb line between properties 107 Scotts Road and 87 Morley Road. By narrowing the carriageway, pedestrians can cross the road quicker, improving pedestrian safety and access to the church.
- Introducing a low-level planter with Sustainable Urban Drainage Systems (SuDS) and biodiverse planting to improve the look and feel of the area and improve drainage of surface water.
- Removing one parking space to enable the carriageway to be narrowed and the planter to be introduced.
In addition to the above proposals, we are proposing to install a cycle hangar in the area outside 93-95 Morley Road, to provide some residents with a place to park their bikes. Residents will be written to separately regarding the cycle hangar.
Consultation and engagement
In February 2024, we asked for your feedback on proposed improvements to the Scotts Road and Morley Road junction. Thank you to everyone who took the time to share their thoughts on the proposed design. All feedback received has been noted and considered as part of the statutory consultation process.
To address the feedback, we have:
- Made council teams aware of anti-social behaviour concerns at this location and kindly ask that residents continue to report any issues to us via the contact details at the bottom of the page
- Amended the design to include seating to provide people somewhere to rest and enjoy the space
- Created an informal play feature within the scheme such as stepping stones for children to enjoy.
After making these changes, we can confirm the scheme has been approved by Waltham Forest Council and will now proceed to the construction stage.

Scheme update
We are aiming to start construction at the end of October 2024 and expect the works to take around ten weeks to complete. Once construction is completed, landscaping and planting will follow, and will take place at various times according to the type of species being planted and their planting season. We welcome residents to get involved in the planting of the rain gardens, and we will post more information about this closer to the time, which we expect to be early 2025.
Further construction information will be posted to all properties near the area before it begins, setting out information on access and parking changes required to undertake the works.
Consultation
Before we finalise the proposals, we want to understand what local people think about the proposed changes. Therefore, we invite local people to take part in a short survey and have your say on the proposals before 21 March 2024
Alongside collecting feedback from the community, we will also advertise the necessary Traffic Management Order (TMO) changes (changes to parking bays and yellow lines) that are needed to deliver the scheme. The TMO changes will be advertised in the East London and West Essex Guardian on 29 February 2024, and street notices will be placed in the area with details of the changes and how to comment. At the end of the consultation period, we will analyse all feedback received and make changes to the designs where necessary.
We welcome the community to get involved with finalising the design of the planter and choosing the plants. We’re also looking for residents who can help with the long-term maintenance of the planter to ensure the plants stay healthy throughout the seasons.
