Housing Delivery Test Action Plan

The Government’s National Planning Policy Framework has introduced a new Housing Delivery Test. This measures how many homes have been built in a local authority area over a three year period. Councils who fail to meet the target must prepare an action plan.

Waltham Forest has passed the Housing Delivery Test over the last three years, achieving above target – 122%. However, we recognise that will be more challenging in future so we've prepared a Housing Delivery Test Action Plan as a proactive measure.
