The Council sought views on a new ‘Proposed Submission Version’ of Local Plan Part 2 (Site Allocations) in a public consultation that ran between Tuesday 6 August and Wednesday 9 October 2024.
The new Waltham Forest Local Plan is in two parts. Together, they set out the Council’s spatial and planning policy framework to promote, shape and manage inclusive growth in the borough over a 15-year period from 2020 to 2035. Local Plan Part 1 was adopted in February 2024. This sets out the overarching spatial vision and strategic objectives to achieve inclusive growth and includes planning policies that all planning applications will be assessed against to ensure all development is high quality, sustainable, inclusive and accessible.
Local Plan Part 2 (Site Allocations) complements Local Plan Part 1. It allocates the key sites on which the Council expects much of the housing, jobs, social infrastructure and other uses that the borough needs, to be delivered over the Local Plan period (2020 – 2035). It provides site specific planning policy and guidance to ensure that development on these sites will help to deliver the Council’s vision for inclusive growth, including high quality design and place making, reduced risk of surface water flooding and improvements to air quality.
Being allocated in Local Plan Part 2 does not mean that the site will definitely be redeveloped; rather it sets out the parameters within which it could be redeveloped and – in addition to the policies in Local Plan Part 1 – forms an policy requirement against which planning applications for these specific sites will be assessed if and when they are submitted to the Council for determination.
Local Plan Part 2 has already been subject to public consultation. The most recent consultation was carried out between November 2021 and February 2022. From Tuesday 6 August 2024 to Wednesday 9 October 2024, the Council ran a further pre-submission consultation on a new Proposed Submission version of Local Plan Part 2. This is being treated as a continuation of the previous consultation, and responses from both consultation periods will be sent to the Secretary of State when Local Plan Part 2 is submitted for Examination in Public.

Previous Consultation
From Monday 8th November 2021 to Friday 31st January 2022, we sought views on a Proposed Submission version of Local Plan Part 2 - Site Allocations (LP2). LP2 identifies sites in the borough with the potential to provide new the housing, jobs, social infrastructure, and other uses that we need. Our public consultation report represents a comprehensive overview of the insights and opinions shared during the consultation period. It also sets out the next steps for taking this part of the Local Plan forward, including how we will continue to engage with you before it is independently examined by the Planning Inspectors appointed by the Secretary of State.

Consultation: Local Plan Part 1 Strategic Policies (now closed)
A draft version of this document was published for consultation from July to September 2019 for residents, local businesses and other stakeholders to comment on.
Following this consultation, we published a Consultation Report (PDF) in June 2020.
In October 2020, we produced a revised version of the document, retitled Waltham Forest Local Plan (LP1) - Proposed Submission (PDF).
