About the scheme

The Hoe Street and Wood Street area was one of four residential areas in Walthamstow Town Centre to receive Mini-Holland funding from Transport for London.

The scheme aimed to:

  • reduce the volume of traffic and noise outside people’s homes
  • improve road safety for all users
  • make the area easier and safer for people who want to walk and cycle for local journeys
  • generally make the area more attractive for residents and visitors.

The Hoe Street and Wood Street area is framed by Hoe Street, Forest Road, Wood Street, Lea Bridge Road and Shernhall Street.

Consultation and engagement

Between 13 March to 3 April 2015, we ran a perception survey to find out what people thought of the local area and the types of improvements they would like to see. The survey was made available online and more than 6,000 surveys were hand delivered to all households in the area. In total, more than 400 people responded to share their thoughts on the area.

The feedback from this survey was used to inform the design for the scheme which was then taken to a serious of co-design workshops in June 2015, where residents were given the opportunity to respond and give us with their initial ideas and comments.

All the feedback collected during the early engagement stage were incorporated into the final design for the area which was then taken to a public consultation between 28 September 2015 and 19 October 2015.

Over 4,800 consultation documents and questionnaires were hand delivered by council officers to all addresses in the area and drop-in sessions were held on Thursday 8 October and Saturday 10 October 2015, for local people to come and ask questions about the scheme.

A total of 645 people took part in the public consultation, and you can find more information on the results to the public consultation in the PLM document located in the useful documents section below.

Based on the feedback received, several changes were made to the proposals to meet the needs of the community. Changes included adding a new crossing on Wood Street and we also chose not to progress several modal filters. You can read more about how the consultation feedback influenced the final design in the post consultation update leaflet document below.

Scheme update

Following the public consultation, the scheme design was updated and in November 2015 we wrote to residents to confirm that the scheme had been approved by Waltham Forest Council and would progress to the construction stage.

The construction was scheduled to start in winter 2015 and was completed by winter 2016.
